Constitutional Convention

Here we set out a skeleton framework to enable the convention to bring forward proposals for a constitution that enables us to adopt an Executive model.

This would be something similar to that found in the US with the election a State Governor and Senate, or closer to home with election of a London Mayor and Assembly.

We will examine how both these two examples work before coming up with our own recommendations for Yorkshire.

It is worth noting that Executive mayors don’t have to be the somewhat limited and divided roles they typically are in England.  With a full set of functions and tax raising powers, as in US, Germany etc, these are serious jobs.
